The idiom comes from England in 17 century.In summer,it is very hot,so cats and dogs usually stay on the roof of house to away from the rising heat.When it rains heavy,many streets of the city are filled with water.Furthermore,there are lots of died cats and dogs floating on the water.It is likely that they are dropped from the sky together with rain.
